RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Two Feathers Native American Family Services regarding the development of a Tribal Consortium that will be responsible for providing culturally specific mental health services within Humboldt County;
2. Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute any and all future amendments to the attached professional services agreement with Two Feathers Native American Family Services, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return two fully executed original copies of the attached professional services agreement with Two Feathers Native American Family Services to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
Proposition 63 was passed by the California voters in November 2004 and enacted into law on Jan. 1, 2005. Now known as the Mental Health Services Act, this legislation places a 1 percent tax on individuals with incomes exceeding $1 million.

On July 31, 2018 (Item C-25) the Humboldt County Board of Supervisors adopted the Mental Health Services Act 3-Year Program and Expenditure Plan for Fiscal Years (FY) 2017-18 through FY 2019-20 which includes an allocation of prevention and early intervention funds for the implementation of the Making Relatives Program.
