RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Two Feathers Native American Family Services regarding the development of a Tribal Consortium that will be responsible for providing culturally specific mental health services within Humboldt County;

2. Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute any and all future amendments to the attached professional services agreement with Two Feathers Native American Family Services, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3. Direct the Clerk of the Board to return two fully executed original copies of the attached professional services agreement with Two Feathers Native American Family Services to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

Proposition 63 was passed by the California voters in November 2004 and enacted into law on Jan. 1, 2005. Now known as the Mental Health Services Act, this legislation places a 1 percent tax on individuals with incomes exceeding $1 million.

 

On July 31, 2018 (Item C-25) the Humboldt County Board of Supervisors adopted the Mental Health Services Act 3-Year Program and Expenditure Plan for Fiscal Years (FY) 2017-18 through FY 2019-20 which includes an allocation of prevention and early intervention funds for the implementation of the Making Relatives Program.  The attached professional services agreement with Two Feathers Native American Family Services will allow for the creation of a Tribal Consortium that will be responsible for developing and implementing an innovative continuum of care that utilizes a variety of programs, including, without limitation, the Making Relatives Program, to provide a range of community-informed and culturally grounded mental health and suicide prevention services to indigenous youth in Humboldt County.

 

Accordingly, DHHS - Mental Health recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Two Feathers Native American Family Services regarding the development of a Tribal Consortium that will be responsible for providing culturally specific mental health services within Humboldt County.  DHHS - Mental Health also recommends that the Board authorize the DHHS - Mental Health Director, or a designee thereof, to execute any and all future amendments to the attached professional services agreement with Two Feathers Native American Family Services, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid potential delays in the provision of needed mental health and suicide prevention services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Two Feathers Native American Family Services has a maximum amount payable of $87,165 upon execution of the agreement through Dec. 31, 2019.  However, if local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Two Feathers Native American Family Services in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Two Feathers Native American Family Services have been included in the approved FY 2018-19 DHHS - Mental Health Services Act budget unit 1170-477. As a result, approval of the attached professional services agreement with Two Feathers Native American Family Services will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health, protecting vulnerable populations, supporting self-reliance of citizens and providing community appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:                     

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached professional services agreement with Two Feathers Native American Family Services regarding the development of a Tribal Consortium that will be responsible for providing culturally specific mental health services within Humboldt County.  However, this alternative is not recommended since it would significantly limit DHHS - Mental Health’s ability to comply with the requirements of California Welfare and Institutions Code Section 5892.
