RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Mitchell Road Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, March 26, 2019, at 2:00 pm.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Mitchell Road, Post Mile 1.15, experienced a moderate slip that closed the westbound lane of the roadway. The Humboldt County Department of Public Works (Public Works) hired RAO Construction under an emergency contract to keep the eastbound lane open during the winter and spring of 2017. Mitchell Road is the only access for numerous residents beyond the failed roadway. The roadway was repaved in the summer of 2017, but continued to fail during the next winter.
On May 2, 2018, Public Works received FEMA funding approval to proceed with the Mitchell Road Storm Damage Repair project. Mark Thomas and Company subsequently prepared the attached plans and specifications for the project based on a topographic survey and geotechnical investigation of the damaged area that were conducted by Points West Surveying and Crawford and Associates, respectively.
