RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Mitchell Road Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, March 26, 2019, at 2:00 pm.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Mitchell Road, Post Mile 1.15, experienced a moderate slip that closed the westbound lane of the roadway. The Humboldt County Department of Public Works (Public Works) hired RAO Construction under an emergency contract to keep the eastbound lane open during the winter and spring of 2017. Mitchell Road is the only access for numerous residents beyond the failed roadway. The roadway was repaved in the summer of 2017, but continued to fail during the next winter.
On May 2, 2018, Public Works received FEMA funding approval to proceed with the Mitchell Road Storm Damage Repair project. Mark Thomas and Company subsequently prepared the attached plans and specifications for the project based on a topographic survey and geotechnical investigation of the damaged area that were conducted by Points West Surveying and Crawford and Associates, respectively. The work proposed in the attached plans and specifications consists of clearing and grubbing within the project footprint, construction of a new retaining wall, reconstruction of the roadway with aggregate base and hot mix asphalt and installation of storm drainage and waterline facilities and sediment and erosion control measures.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the project.
FINANCIAL IMPACT:
There is no financial commitment until the project is awarded. This project is being funded by FEMA Disaster (75 percent), California Office of Emergency Services funding (18.75 percent) and the Humboldt County Road Fund (6.25 percent). The engineer’s cost estimate for the project is $1,335,104. Construction costs related to the project have been included in the approved Fiscal Year 2018-2019 budget for Road Fund budget unit 1200321-2118. As a result, this project will not impact the Humboldt County General Fund
Due to the government shutdown and inability to contact FEMA personal, additional funding needed to cover construction costs is still awaiting FEMA approval. As a result, the contract award may need to be delayed until FEMA approves the required additional funding.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Mitchell Road Storm Damage Repair Project. However, this alternative is not recommended because the project will replace the failed roadway using funds that would not otherwise be available to the County of Humboldt.
