RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached second amendment to the memorandum of understanding (MOU) with Crestwood Behavioral Health, Inc. regarding the provision of emergency evacuation services for the period of June 1, 2012 through May 31, 2020;
2. Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute all future amendments to the memorandum of understanding with Crestwood Behavioral Health, Inc. regarding the provision of emergency evacuation services, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return two (2) fully executed original copies of the attached second amendment to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Centers for Medicare and Medicaid Services requires the Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health) to enter into a written agreement with a qualified institution, organization or agency regarding the evacuation of patients from the county's psychiatric health facility in the event of an emergency which renders such facility inoperable or uninhabitable.

On June 26, 2012 (item C-12), the Board of Supervisors approved the current MOU with Crestwood Behavioral Health, Inc. (Crestwood) regarding the provision of emergency evacuation services for the period of June 1, 2012, through May 31, 2016.
