RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the employment of Sally Hewitt as a temporary retired annuitant Senior Program Manager - Mental Health with the Department of Health and Human Services (DHHS) (Class 0928, Range 515, Step E); and
2. Adopt the attached resolution for an exception to the 180 day wait period.

DISCUSSION:
Sally Hewitt, Senior Program Manager - Mental Health, retired from county employment on October 11, 2019 with 10 years of experience working with DHHS. Most recently Ms. Hewitt has been working on multiple complex housing projects for the most vulnerable of our population. Ms. Hewitt has agreed to stay on in an extra help capacity to assist during the transitional period while a new Senior Program Manager - Mental Health is appointed. This will provide uninterrupted operation of critical programs within DHHS and ensure continuity for the projects.

FINANCIAL IMPACT:
Mental Health assignment of Sally Hewitt will be funded through Mental Health fund; costs of this extra help position will be funded by Mental Health revenues from Medicaid cost reimbursement and Mental Health Services Act Innovation allocation. The cost of 960 extra help hours for this position in fiscal year 2019-20 is $52,346. There is sufficient appropriation in DHHS-Mental Health Housing Outreach and Mobile Engagement (H.O.M.E.) budget unit 1170-426 due to funded vacant positions for this additional extra help expenditure.
