RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize Chief Probation Officer Coral Sanders, to execute the attached professional services agreement with Arcata House Partnership regarding residential community re-entry services in the amount of $129,393 for Fiscal Year (FY) 2025-26 and $129,393 for FY 2026-27; and
2. Authorize Chief Probation Officer, Coral Sanders, to execute any and all subsequent amendments to the attached professional services agreement with Arcata House Partnership pursuant to the Purchasing Policy, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
This partnership came about in 2019 after staff from Probation's Community Corrections Resource Center (CCRC) identified a need for residential re-entry services for the Post Release Community Supervision (PRCS) population and met with Arcata House Partnership to explore options. A one-year pilot program was created to meet the needs of this population and on Jan. 16, 2019, the Humboldt County Corrections Partnership Executive Committee carried a motion to recommend funding be allocated for this pilot.

The PRCS population consists of individuals being returned to the county from state prison, many of whom would otherwise be homeless.
