RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize Interim Chief Probation Officer Coral Sanders, to execute, the attached professional services agreement with Arcata House Partnership regarding residential community re-entry services in the amount of $258,786 for the period of July 1, 2023 through June 30, 2025;
2. Authorize the Interim Chief Probation Officer or Chief Probation Officer to execute any and all subsequent amendments to the attached professional services agreement with Arcata House Partnership, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On Jan. 16, 2019, the Humboldt County Community Corrections Partnership Executive Committee
(HCCCP) carried a motion to recommend $121,738 in one-time funding to be spent funding a five-bed residential community re-entry program through Arcata House Partnership (AHP). The proposal came after staff from Probation's Community Corrections Resource Center (CCRC) identified a need for residential re-entry services for the Post Release Community Supervision (PRCS) population and met with Arcata House Partnership to explore the possibility of creating a 1-year pilot program to meet the needs of this population.
The PRCS population consists of individuals being returned to the county from state prison, many of whom would be otherwise homeless. The program, which is a cooperative effort between the Humboldt County Probation Department and AHP, provides participants with an individualized case plan based on criminogenic factors and stabilizing factors.
