RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 8, 2021 at 2:00 p.m.

DISCUSSION:
Between February 13, 2019 through February 15, 2019 and February 24, 2019 through March 1, 2019, the Federal Emergency Management Agency declared disasters for Humboldt County due to an atmospheric river which resulted in flooding and mudslides. Redwood House Road (5F200) Post Mile 7.14, located near the community of Carlotta in the central portion of Humboldt County, experienced roadway failures due to a pipe arch culvert being overwhelmed with high stormwater runoff flows in Yager Creek. Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.
On September 2, 2020, the Humboldt County Department of Public Works ("Public Works") received approval from the Federal Emergency Management Agency to proceed with the Redwood House Road (5F200) Post Mile 7.14 Storm Damage Repair Project. Public Works prepared the attached plans and specifications based on a topographic survey prepared by Point West Surveying Company and a geotechnical study prepared by Crawford and Associates.
