RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Shelter Cove Road Post Mile 7.60 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, January 28, 2020, at 2:00 p.m.

DISCUSSION:
On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Shelter Cove Road Post Mile 7.60, in the Shelter Cove Subdivision area of Southern Humboldt County, experienced a lane failure due to a large slide below the roadway which closed one (1) lane of the westbound traffic.
On September 23, 2019, the Humboldt County Department of Public Works (“Public Works”) received FHWA funding approval to proceed with the Shelter Cove Road Post Mile 7.60 Storm Damage Repair Project. Mark Thomas and Company subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates. The work proposed in the attached plans and specifications consists of constructing a soldier pile wall and drainage features, installing a guardrail, reconstructing the roadway with aggregate base, placing hot mix asphalt and installing sediment and erosion control items.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Shelter Cove Road Post Mile 7.60 Storm Damage Repair Project.
FINANCIAL IMPACT:
There is no financial commitment until the Shelter Cove Road Post Mile 7.60 Storm Damage Repair Project is awarded. This project is being funded by FHWA Emergency Relief Funds Advance Construction (88.53 percent) and the Humboldt County Road Fund (11.47 percent). The engineer’s cost estimate for the project is Two Million Seven Hundred Twenty-Two Thousand Eight Hundred Sixty-Five Dollars ($2,722,865). The Humboldt County Road Fund will be responsible for Three Hundred Twelve Thousand Three Hundred Twelve Dollars and Sixty-Two Cents ($312,312.62).
Expenditure appropriations relating to completion of the Shelter Cove Road Post Mile 7.60 Storm Damage Repair Project have been included in the approved Fiscal Year 2019-2020 budget for Road Fund budget unit 1200-321-2118. As a result, completion of the Shelter Cove Road Post Mile 7.60 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Shelter Cove Road Post Mile 7.60 Storm Damage Repair Project. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the county.
