RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the District Attorney, or a designee thereof, to execute any and all documents necessary to accept administer and reapply for grant funding made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program;

2.                     Approve the attached supplemental budget which includes establishing a fixed asset line item for the purchase of Capture Technologies mobile management system;

3.                     Approve the appropriation transfer of line item funding to establish a fixed asset line item for the purchase of Capture Technologies mobile management system by the County Administrative Office and the Auditor-Controller’s Office; and

4.                     Authorize the Auditor-Controller’s Office to post the supplemental budget and appropriation transfer that will establish a fixed asset line item for the Child Advocacy Center Program budget unit 1100-211 in the amount of $9,521 for equipment line item 8986 and make any technical changes necessary to completely facilitate this request.

DISCUSSION:

On April 21, 2021, the California Governor’s Office of Emergency Services awarded the Humboldt County District Attorney’s Office grant funding through the Child Advocacy Center Program to allow for the continued operation of the County of Humboldt’s Child Abuse Services Team Program.  The grant funding made available through the Child Advocacy Center Program is to be used in providing personnel training and fund 2.0 full time equivalent Victim Witness Program Specialist positions assigned to the Child Abuse Services Team (CAST).

 

The program award amount anticipated during budgeting was $175,000 for personnel and training for the CAST multi-disciplinary team to attend training in January 2022, however the program was awarded $180,250.  CAST would like to purchase a mobile interview recording platform, using unspent grant funds as well as unused extra help dollars, totaling $9,521. The mobile interview recording system is compatible with the vendor of our current interview management system Capture Technologies.  The Humboldt County District Attorney’s Office requests that the Board of Supervisors approve the attached supplemental budget and appropriation transfer to establish a fixed asset line item for the purchase of the mobile interview management system and to authorize the Auditor-Controller’s Office to post the appropriation transfer that establishes a fixed asset line item for the Child Advocacy Center Program, budget unit 1100-211 for $9,521 for equipment line item 8986.

FINANCIAL IMPACT:

Acceptance of the funds made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program will allow the Humboldt County District Attorney’s Office to be reimbursed up to a maximum of $180,250 for services performed by CAST in accordance with the scope of work described in the grant agreement for the period of April 1, 2021 through March 31, 2022.

 

Approval of the supplemental budget in the amount of $5,250 and the appropriation transfer of $4,271 will allow unused extra help funding to be applied to the established fixed asset line in the amount of $9,521 for the purchase of a mobile interview management system.  As a result, acceptance of such grant funding will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, providing community-appropriate levels of service and managing community resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to authorize the Humboldt District Attorney, or a designee thereof, to execute any and all documents necessary to accept, administer and reapply for the grant funding made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program.  However, this alternative is not recommended since it does not allow for the continued operation of the CAST Program.
