RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Mattole Road (F3D010) Post Mile 2.11 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, July 12, 2022 at 2:00 p.m.

DISCUSSION:
On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Mattole Road (F3D010) Post Mile 2.11, near the town of Honeydew in the southwestern portion of Humboldt County, experienced roadway settlement and shoulder failure. Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.
On June 6, 2021, the Humboldt County Department of Public Works (“Public Works”) received Federal Highway Administration funding approval to proceed with the Mattole Road (F3D010) Post Mile 2.11 Storm Damage Repair Project. GHD subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates. The work proposed in the attached plans and specifications consists of installing horizontal drainage systems, roadway reconstruction, underdrain installation, storm drainage installation and erosion control items.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Mattole Road (F3D010) Post Mile 2.11 Storm Damage Repair Project.
FINANCIAL IMPACT:
There is no financial commitment until the Mattole Road (F3D010) Post Mile 2.11 Storm Damage Repair Project is awarded. This project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). The engineer’s cost estimate for the project is $976,325. The Humboldt County Road Fund will be responsible for $111,984 of the costs associated with the Mattole Road (F3D010) Post Mile 2.11 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Mattole Road (F3D010) Post Mile 2.11 Storm Damage Repair Project have been included in the proposed fiscal year 2021-22 budget for Roads, budget unit 321. As a result, the Mattole Road (F3D010) Post Mile 2.11 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Mattole Road (F3D010) Post Mile 2.11 Storm Damage Repair Project. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
