RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the completed contract, including all change orders approved by the Public Works Department, between Mercer-Fraser Company and Humboldt County for construction of Storm Damage Repair to Mattole Road (F3D010) at Post Mile 2.11; and
2. Approve the final claim for payment, to be submitted by the Public Works Department to the Auditor-Controller, in the amount of $300, which will bring the total amount paid to 100% of the contract.

DISCUSSION:
On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Mattole Road (F3D010) Post Mile 2.11, near the town of Honeydew in the southwestern portion of Humboldt County, experienced roadway settlement and shoulder failure. Emergency repairs were performed at the time of the disaster to maintain essential traffic.
On June 6, 2021, the Humboldt County Department of Public Works (Public Works) received Federal Highway Administration funding approval to proceed with Storm Damage Repair to Mattole Road (F3D010) at Post Mile 2.11. GHD prepared project plans and specifications for the project based on a topographic survey of the damaged area prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates. The work consisted of installing horizontal, subsurface, and surface drainage systems; reconstructing the roadway with aggregate base and hot mix asphalt; and installing erosion control items.
