RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached tenth amendment to the agreement for professional services with Quincy Engineering, Inc. regarding the provision of design engineering and project development services pertaining to the replacement of the Pine Hill Road Bridge; and
2. Direct the Clerk of the Board to return two (2) fully executed original copies of the attached tenth amendment to the agreement for professional services with Quincy Engineering, Inc. to the Department of Public Works for further processing.

DISCUSSION:
On Apr. 3, 2012, the Board of Supervisors approved the agreement for professional services regarding the provision of design engineering and project development services for the Pine Hill Road Bridge Replacement Project (“Professional Services Agreement”) with Quincy Engineering, Inc. for an amount not to exceed $290,000 (Attachment 1). The term of the Professional Services Agreement was originally set to expire on Feb. 13, 2013. However, on Jan. 3, 2013, and Jun. 25, 2014, the Department of Public Works agreed to extend the term of the Professional Services Agreement to Jun. 30, 2014, and Jun. 30, 2016, respectively (Attachments 2 and 3). The Department of Public Works also entered into three (3) separate agreements which amended the Professional Services Agreement to include additional seismic geotechnical studies, hydrological analysis and environmental impact studies on Aug. 13, 2013, Aug. 21, 2013, and Apr. 18, 2014 (Attachments 4, 5 and 6). These agreements increased the maximum amount payable under the Professional Services Agreement by $108,170 for a total contract amount of $398,170.
On Jul. 21, 2015, the Board of Supervisors ratified all of the above-referenced amendments to the Professional Services Agreement (Attachment 7). In addition, the Board of Supervisors also approved an additional amendment to the Professional Services Agreement which added certain seismic geotechnical studies in order to meet the bridge design standards required by the California Department of Transportation and increased the maximum amount payable thereunder by $14,000 for a total contract amount of $412,170 (Attachment 8). On Jun. 21, 2016, the term of the Professional Services Agreement was once again extended to Jun. 30, 2018 (Attachment 9).
On Dec. 5, 2017, the Board of Supervisors approved the eighth amendment to the Professional Services Agreement (Attachment 10) which extended the term thereof to Dec. 31, 2019 and expanded the scope of work to include additional environmental support and permitting, project management, utility coordination and right-of-way assistance. The eighth amendment increased the maximum amount payable under the Professional Services Agreement by $55,000 for a total contract amount of $467,170.
On Sep. 10, 2019, the Board of Supervisors approved the ninth amendment to the Professional Services Agreement (Attachment 11) which extended the term thereof to Dec. 31, 2021, expanded the scope of services set forth therein and increased the maximum amount to be paid thereunder in order to allow for the provision of the following services: wetland delineation and farmland assessment as required by the California Coastal Commission; geotechnical analysis of foundation pile constructability and roadway surcharge settlement period to minimize public hardship due to road closure; updating the bridge barrier rail design to meet current federal crash standards; and implementing Tsunami design requirements and details. The ninth amendment increased the maximum amount payable under the Professional Services Agreement by $223,960 for a total contract amount of $691,130.
The attached tenth amendment to the Professional Services Agreement (Attachment 12) will extend the term thereof to Dec. 31, 2023. Accordingly, the Department of Public Works recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached tenth amendment to the Professional Services Agreement.
FINANCIAL IMPACT:
The attached tenth amendment to the Professional Services Agreement will not change the maximum amount payable thereunder which remains at $691,130. The Federal Highway Administration Highway Bridge Program and Toll Credits provide one hundred percent (100%) of the funding needed to cover the costs associated with the Professional Services Agreement.
Expenditure appropriations related to the attached tenth amendment to the Professional Services Agreement have been included in the approved fiscal year 2021-2022 budget for the Road Fund budget unit 1200321-2118. As a result, approval of the attached tenth amendment to the Professional Services Agreement will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached ninth amendment to the Professional Services Agreement. However, this alternative is not recommended since it may cause federal and state funding for the Pine Hill Road Bridge Replacement Project to be withdrawn.
