RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve a professional services agreement with Arcata House Partnership (AHP) for Residential Community Re-Entry Services (Attachment 1);

2.                     Authorize the Chief Probation Officer to execute the above-referenced agreement with AHP as well as any amendments or extensions necessary to complete this year-long pilot program; and

3.                     Approve the corresponding supplemental budget for budget unit 294, (4/5 vote required).

SOURCE OF FUNDING                     

Humboldt County Public Safety Realignment Trust (Fund No. 3741), specifically the annual allocation received by County Probation Departments to address the limited-term increase of offenders on Post Release Community Supervision (PRCS) as a result of the Three Judge Panel’s Feb. 10, 2014 order to increase credit earnings for certain offenders.

 

DISCUSSION:

On Jan. 16, 2019 the Humboldt County Community Corrections Partnership Executive Committee (HCCCP) carried a motion to recommend $121,738 in one-time funding to be spent funding a five -bed residential community re-entry program through Arcata House Partnership (AHP). The proposal came after staff from Probation’s Community Corrections Resource Center (CCRC) identified a need for residential re-entry services for the Post Release Community Supervision (PRCS) population and met with Arcata House Partnership to explore the possibility of creating a 1-year pilot program to meet the needs of this population.

 

The PRCS population consists of individuals being returned to the county from state prison, many of whom would be otherwise homeless. The program, which will be a cooperative effort between the Humboldt County Probation Department and AHP, will provide participants with an individualized case plan based on criminogenic factors and stabilizing factors. Participants will be provided with housing support services to teach living skills such as how to share living space, how to maintain a residence, nutritional support, and linkages to housing support services and as well as a path to employment. Individuals placed in the program will initially be placed on GPS monitoring and will be working with a probation officer within the first 2 weeks to develop their individual case plan and be linked to services at the CCRC and in the community.

 

The program will be tested as a 1-year pilot program during which Humboldt County Probation will provide referrals for up to five individuals at any given time. Arcata House Partnership will provide Probation monthly reports regarding the program outcomes of individuals referred. Probation analysts will also be working to capture data regarding program participants and will use the data captured by AHP and Probation to prepare report-outs for the HCCCP on program effectiveness. The pilot program will run 1-year from the date of execution unless terminated earlier by either party. There are no optional extensions to this agreement. Should the pilot be successful, a new agreement will be drafted and brought back before the HCCCP and Board of Supervisors.

 

FINANCIAL IMPACT:

The cost of this agreement is $121,738 and will be funded through the PRCS allocation within the Humboldt County Public Safety Realignment Trust (Fund No. 3741). In Fiscal Year 2018-19 $92,250 was received for these purposes, however, $194,750 in PRCS-only funding was received in previous fiscal years and has been held in trust making the current trust balance for PRCS $287,000.

 

The supplemental budget will increase the appropriation in Probation’s realignment budget unit, for the contract services object (1100-294-2325) by $121,738. The supplemental budget has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may elect not to approve this agreement and supplemental budget; however this is not recommended as without re-entry services the Post Release Community Supervision population would largely be homeless upon return to the county and would be therefore unable to re-enter the community productively.
