Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreements with Corinne Basch, Mariane Gilbert, John Haskett and Katherine Schoenfield regarding the provision of non-emergency medical care services at the county’s psychiatric health facility for the period of May 1, 2019 through June 30, 2020;
2. Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreements after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return a fully executed copy of each of the attached professional services agreements to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Pursuant to Section 77061(d) of Title 22 of the California Code of Regulations, the county’s psychiatric health facility, Sempervirens, is required to have a physician on-call at all times for the provision of non-emergency physical health care. The attached professional services agreements will allow for the provision of non-emergency medical care services at the county’s psychiatric health facility for the period of May 1, 2019 through June 30, 2020.
Accordingly, the Department of Health and Human Services - Mental Health (DHHS - Mental Health) recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreements regarding the provision of non-emergency medical care services at the county’s psychiatric health facility. It is also recommended that the Board authorize the DHHS - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreements, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delay in the provision of needed non-emergency medical services.

FINANCIAL IMPACT:
The attached professional services agreements have a total maximum amount payable of $65,585 for the period of May 1, 2019 through June 30, 2020. In no event shall the maximum amount paid under the attached professional services agreements exceed $960 for fiscal year 2018-19 and $64,625 for fiscal year 2019-20. However, if local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreements in their entirety.
Expenditure appropriations related to the attached professional services agreements have been included in the approved fiscal year 2018-19 and the proposed fiscal year 2019-20 budgets for DHHS - Mental Health Sempervirens / Crisis Stabilization Unit budget unit 1170-495. As a result, approval of the attached professional services agreements will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to not approve the attached professional services agreements with Corinne Basch, Mariane Gilbert, John Haskett and Katherine Schoenfield regarding the provision of non-emergency medical care services at the county’s psychiatric health facility. However, this alternative is not recommended since it will cause DHHS - Mental Health to be out of compliance with Section 77061(d) of Title 22 of the California Code of Regulations.
