RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize Chief Probation Officer, Shaun Brenneman, to execute, the attached Professional Services Agreement with Arcata House Partnership regarding residential community re-entry services in the amount of $129,393 for the period of July 1, 2022 through June 30, 2023;

2.                     Authorize the Chief Probation Officer, Shaun Brenneman, to execute any and all subsequent amendments to the attached professional services agreement with Arcata House Partnership, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

On Jan. 16, 2019, the Humboldt County Community Corrections Partnership Executive Committee

(HCCCP) carried a motion to recommend $121,738 in one-time funding to be spent funding a five-bed residential community re-entry program through Arcata House Partnership (AHP). The proposal came after staff from Probation’s Community Corrections Resource Center (CCRC) identified a need for residential re-entry services for the Post Release Community Supervision (PRCS) population and met with Arcata House Partnership to explore the possibility of creating a 1-year pilot program to meet the needs of this population.

 

The PRCS population consists of individuals being returned to the county from state prison, many of whom would be otherwise homeless. The program, which is a cooperative effort between the Humboldt County Probation Department and AHP, provides participants with an individualized case plan based on criminogenic factors and stabilizing factors. Participants are provided with housing support services to teach living skills such as how to share living space, how to maintain a residence, nutritional support, and linkages to housing support services and as well as a path to employment. Individuals placed in the program may initially be placed on GPS monitoring and work with a probation officer within the first 2 weeks to develop their individual case plan and are linked to services at the CCRC and in the community.

 

The program was tested as a 1-year pilot program during which Humboldt County Probation provided referrals for up to five individuals at any given time. Arcata House Partnership provided Humboldt County Probation monthly reports regarding the program outcomes of individuals referred. Probation analysts worked to capture data regarding program participants, and used the data captured by AHP and Probation to prepare report-outs for the HCCCP on program effectiveness. The pilot program was deemed a success by both Humboldt County Probation and the HCCCP Executive Committee who, on April 15, 2020, voted to approve a 1-year contract to continue the Next Step Program through Arcata House Partnership. Subsequent votes by the HCCCP Executive Committee to extend this program for another year took place on June 16, 2021, and most recently, on May 18, 2022. This contract will continue the program for a fourth year providing much-needed re-entry services for those in the community.

 

Accordingly, the Humboldt County Probation Department recommends that the Board of Supervisors approve, and authorize the Chief Probation Officer, Shaun Brenneman, to execute, the attached professional services agreement with Arcata House Partnership regarding the provision of residential re-entry services under the contracted period of July 1, 2022 through June 30, 2023 Staff also recommends that the Board authorize the Chief Probation Officer, Shaun Brenneman, to execute any and all subsequent amendments to the attached professional services agreement with Arcata House Partnership, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed residential re-entry services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Arcata House Partnership has a total payable of $129,393 for the period of July 1, 2022, through June 30, 2023. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Arcata House Partnership.

 

Expenditure appropriations related to the attached agreement has been included in the Fiscal Year 2022-2023 Probation Department budget, 3741-294-2118. Funding for the attached professional services agreement with the Arcata House Partnership is available through Post Release Community Supervision allocations from the State. As a result, approval of the agreement with Arcata House Partnership will not have any impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the agreement or allow the Chief Probation Officer, Shaun Brenneman, to sign such agreements, however this alternative is not recommended as it will end or delay critical services to those re-entering our community. Without re-entry services, many in the Post Release Community Supervision population would be homeless upon return Humboldt County and therefore be unable to re-enter the community productively.
