RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize Chief Probation Officer Coral Sanders, to execute the attached professional services agreement with Arcata House Partnership regarding residential community re-entry services in the amount of $129,393 for Fiscal Year (FY) 2025-26 and $129,393 for FY 2026-27; and

2.                     Authorize Chief Probation Officer, Coral Sanders, to execute any and all subsequent amendments to the attached professional services agreement with Arcata House Partnership pursuant to the Purchasing Policy, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

This partnership came about in 2019 after staff from Probation’s Community Corrections Resource Center (CCRC) identified a need for residential re-entry services for the Post Release Community Supervision (PRCS) population and met with Arcata House Partnership to explore options. A one-year pilot program was created to meet the needs of this population and on Jan. 16, 2019, the Humboldt County Corrections Partnership Executive Committee carried a motion to recommend funding be allocated for this pilot.

 

The PRCS population consists of individuals being returned to the county from state prison, many of whom would otherwise be homeless. The program, which is a cooperative effort between the Humboldt County Probation Department (HCPD) and Arcata House Partnership (AHP), provides participants with an individualized case plan based on criminogenic and stabilizing factors. Participants are provided with housing support services to teach living skills such as how to share living space, how to maintain a residence, nutritional support, and linkages to house support services as well as a path to employment. Individuals placed into the program may initially be placed on GPS monitoring and work with a Probation Officer within the first two weeks to develop their individual case plan and are linked to services at the CCRC and in the community.

 

The program was tested as a one-year pilot during which HCPD provided referrals for up to five individuals at any given time. AHP provided HCPD with monthly reports regarding the program outcomes. HCPD analysts worked to capture data regarding participants and used both data sets to prepare a report for the Humboldt County Community Corrections Partnership (HCCCP) Executive Committee on program effectiveness. The pilot was deemed a success and the HCCCP Executive Committee has continued to vote in support of the program in subsequent years.

 

Accordingly, the HCPD recommends that the Board approve and authorize Chief Coral Sanders to execute, the attached agreement for residential re-entry services through June 30, 2027, and authorize her, subject to the limits of the Purchasing Policy, to execute any amendments upon review by County Counsel, Risk Management and the County Administrative Office.

Narrative Explanation of Financial Impact:

The attached agreement has a total payable of $129,393 for FY 2025-26 and $129,393 for FY 2026-27 for a total aggregate amount of $258,786. However, in the event local, state of federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached agreement.

 

Funding for this agreement will come from the Community Corrections subaccount and staff have verified there are sufficient revenues to pay for these services for the length of the agreement.

 

By delegating authority to Chief Probation Officer Coral Sanders to execute amendments, the contract could be extended to a maximum of FY 2031-32. If the agreement was amended for an additional five years at its current funding level an additional $646,965 would be provided for residential community re-entry services, after which time any renewals would need to come before the Board.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may opt not to approve this agreement or allow Chief Coral Sanders to execute this agreement however that is not recommended as it could delay or eliminate critical services to those re-entering our community. Without re-entry services, many PRCS individuals would be homeless upon return to Humboldt County and therefore unable to re-enter the community productively.
