Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Public Works Director, or a designee thereof, to execute any and all documents, including, without limitation, agreements, amendments, certifications and payment requests, necessary to accept and secure grant funding made available through the California Department of Transportation’s Sustainable Transportation Planning Grant Program in order to complete the McKinleyville Multimodal Connections Project; and
2. Direct the Clerk of the Board to provide one (1) fully executed original copy of the attached resolution to the Humboldt County Department of Public Works for submission to the California Department of Transportation.

DISCUSSION:
The County of Humboldt is eligible to receive federal and/or state funding for transportation planning through the California Department of Transportation’s Sustainable Transportation Planning Grant Program. On October 2, 2019, the Humboldt County Department of Public Works, in conjunction with the McKinleyville Municipal Advisory Committee and Redwood Community Action Agency, applied for Sustainable Transportation Planning Grant funding in order to develop a non-motorized access plan for the southern portion of McKinleyville as part of the McKinleyville Multimodal Connections Project. On June 18, 2020, the California Department of Transportation conditionally awarded the County of Humboldt Sustainable Transportation Planning Grant funding in the amount of One Hundred Ninety-Six Thousand Seven Hundred Dollars ($196,700.00) in order to complete the McKinleyville Multimodal Connections Project.
The California Department of Transportation requires that each applicant for Sustainable Transportation Planning Grant funding adopt a resolution authorizing the execution and delivery of any and all documents, including, without limitation, agreements, amendments, certifications and payment requests, necessary to accept and secure such funding. Accordingly, staff recommends that the Board adopt the attached resolution which authorizes the Humboldt County Department of Public Works Director, or a designee thereof, to accept and secure Sustainable Transportation Planning Grant funding made available by the California Department of Transportation in order to complete the McKinleyville Multimodal Connections Project.
FINANCIAL IMPACT:
Adoption of the attached resolution will allow for the acceptance of Sustainable Transportation Planning Grant funding in the amount of One Ninety-Six Thousand Seven Hundred Dollars ($196,700.00) with a local match from the Humboldt County Road Fund of Twenty-Five Thousand Four Hundred Eighty-Five Dollars ($25,485.00). Adoption of the attached resolution will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors Strategic Framework by seeking outside funding sources to benefit Humboldt County needs.
