RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Alderpoint Road (6B165) Post Miles 9.45, 10.52, 11.94 and 11.98 Storm Damage Repair Project;

2.                     Award the attached project agreement to Van Meter Logging, Inc. for the total amount of Six Hundred Thirty-Four Thousand Six Hundred Seventy-Five Dollars and Sixty-Five Cents ($634,675.65); and

3.                     Authorize the Chair of the Board to execute the attached project agreement with Van Meter Logging, Inc. upon submittal of the appropriate bonds and insurance.

DISCUSSION:

On January 5, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Alderpoint Road (6B165) Post Miles 9.45, 10.52, 11.94 and 11.98 Storm Damage Repair Project for bids.  On February 2, 2021, the County of Humboldt received nine (9) bids for the project, one (1) of which was deemed non-responsive.  The bid results are attached hereto as Attachment 1.

 

The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Alderpoint Road (6B165) Post Miles 9.45, 10.52, 11.94 and 11.98 Storm Damage Repair Project.  It is also recommended that the attached project agreement be awarded to Van Meter Logging, Inc. for the total amount of Six Hundred Thirty-Four Thousand Six Hundred Seventy-Five Dollars and Sixty-Five Cents ($634,675.65) and that the Chair of the Board be authorized to execute the attached project agreement with Van Meter Logging, Inc. upon submittal of the appropriate bonds and insurance.

 

FINANCIAL IMPACT:

The Alderpoint Road (6B165) Post Miles 9.45, 10.52, 11.94 and 11.98 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is Seven Hundred Fifty-Five Thousand Five Hundred Fifty-Three Dollars ($755,553.00).  The total project cost is estimated at Seven Hundred Ninety-Three Thousand Five Hundred Dollars ($793,500.00).  The Humboldt County Road Fund will be responsible for Ninety-One Thousand Fourteen Dollars and Forty-Five Cents ($91,014.45) of the total costs associated with the Alderpoint Road (6B165) Post Miles 9.45, 10.52, 11.94 and 11.98 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Alderpoint Road (6B165) Post Miles 9.45, 10.52, 11.94 and 11.98 Storm Damage Repair Project are included in the approved fiscal year 2020-2021 budget for Road Fund budget unit 321-2118.  As a result, completion of the Alderpoint Road (6B165) Post Miles 9.45, 10.52, 11.94 and 11.98 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the Alderpoint Road (6B165) Post Miles 9.45, 10.52, 11.94 and 11.98 Storm Damage Repair Project to Van Meter Logging, Inc.  However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
