RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and accept the Research Subaward Grant Agreement from Humboldt State University Sponsored Programs Foundation for training and supervision of California Social Work Education Center (CalSWEC) Title IV-E students in the amount of $50,000;
2. Authorize the Department of Health and Human Services (DHHS) Director, or a designee thereof, to execute the Research Subaward Grant Agreement and future Subaward Grant Agreements from the Humboldt State University Sponsored Programs Foundation substantially in the form of the attached Research Subaward Grant Agreement after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
3. Direct the Clerk of the Board to forward a certified copy of the Board agenda item to the DHHS-Contract Unit.

DISCUSSION:
Humboldt State University’s (HSU) Department of Social Work provides a Masters of Social Work (MSW) Program for Social Worker students. The Department of Health and Human Services has partnered with HSU in support of the MSW Program through an in-kind contribution. This contribution has been used as a partial match to the HSU MSW Program funded through federal Title IV-E funds. The services provided to the MSW program include field instruction to teach and supervise the interns placed in the Social Services Child Welfare Division as well as administrative and clerical support and coordination. HSU is no longer required to find an in-kind match to Title IV-E funding for the program.
HSU is requesting to continue partnering with DHHS through a formal research subaward grant in the amount of $50,000 for the California Social Work Education Center (CalSWEC) Title IV-E student training. The subaward is intended to offset some of the costs incurred by DHHS, previously provided through the in-kind match, for the supervisory services directly provided to HSU students. DHHS may receive future grant awards from the HSU Sponsored Programs Foundation for the same purpose as described here.
The subaward is coming to your Board late due to delayed receipt from HSU.
Accordingly, DHHS recommends that your Board approve and accept the subaward grant, and authorize the DHHS Director or a designee thereof to execute the research subaward agreement and future subaward grant agreements from the HSU Sponsored Programs Foundation substantially in the form of the attached research subaward grant agreement on behalf of the county after review and approval by County Counsel, Risk Management, and the County Administrative Office.
FINANCIAL IMPACT:
Acceptance of the research subaward grant from Humboldt State University will allow DHHS Social Services to be reimbursed up to $50,000 for the California Social Work Education Center (CalSWEC) for Fiscal Year 2018-19 through 2019-20. This revenue has been factored into the FY 2018-19 and 2019-20 budgets in Fund 1160, Budget Unit 511 - DHHS Administration, and there will be no supplemental budget as a result of accepting this subaward grant. The funding will be transferred to Fund 1160, Budget Unit 508 - Child Welfare Services to offset personnel and travel costs. The source of funding for this grant is Federal Title IV-E funds. There is no impact to the county General Fund.

The Board could choose not to accept the Research Subaward Grant Funds; however, this will result in the loss of revenue.
