RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative regarding provision of hospitality, community engagement, training and evaluation services at The Center in the amount of $371,816.30;
2. Authorize the Department of Health and Human Services - Social Services (DHHS - Social Services) Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed copy of the attached professional services agreement with McKinleyville Community Collaborative to the Department of Health and Human Services - Contracts Unit for further processing.

DISCUSSION:
On November 6, 2018 (Item C-23), the Board approved the lease for The Center at McKinleyville (The Center) which is located at 1615 Heartwood Drive in McKinleyville, California. The build-to-suit project broke ground on April 15, 2019, and the Grand Opening occurred on April 20, 2022. McKinleyville Community Collaborative has been the lead organization in preparing for the integration and collaborative project.
The Center is a product of intense collaboration between DHHS - Social Services, McKinleyville Community Collaborative, the North Coast Regional Department of Child Support Services, Open Door Community Health Center and other partner agencies, and is a model for service delivery and regionalization. The attached professional services agreement will allow McKinleyville Community Collaborative perform certain service integration functions including, without limitation, the provision of hospitality, community engagement, cross agency collaboration, training and evaluation services. It should be noted that the attached professional services agreement with the McKinleyville Community Collaborative comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, DHHS - Social Services recommends the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative regarding the performance of service integration functions at The Center for the period of July 1, 2022, through June 30, 2023. It is also recommended the Board of Supervisors authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the performance of the needed service integration functions.
FINANCIAL IMPACT:
The attached professional services agreement with McKinleyville Community Collaborative has a maximum amount payable of $371,816.30 for the period of July 1, 2022, through June 30, 2023. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced amount payable or terminate the attached professional services agreement with McKinleyville Community Collaborative in its entirety.
Expenditure appropriations related to the attached professional services agreement with McKinleyville Community Collaborative have been included in the Fiscal Year 2022-2023 recommended budget for DHHS - Social Services budget unit 1160-511. Funding for the attached professional services agreement with McKinleyville Community Collaborative is available through various state and federal revenues received by DHHS - Social Services. As a result, approval of the attached professional services agreement with McKinleyville Community Collaborative will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with McKinleyville Community Collaborative regarding the performance of service integration functions at The Center. However, this alternative is not recommended since it will limit the provision of decentralized services in Humboldt County.
