Please note: This meeting will be conducted in accordance with Assembly

Bill 707. Those not able to attend the Board of Supervisors meeting in

person will have the opportunity to provide public comment via Zoom. The

County of Humboldt will comply with Assembly Bill 707 in the event

technological problems are encountered with Zoom, which may involve a

recess where a good faith effort will be made to remedy any technical

issues. However, the County of Humboldt cannot guarantee that the Zoom

system will be available for the entirety of every meeting. The only ways to

guarantee that your comment is received and considered by the Board of

Supervisors are to attend the meeting in person or submit your comment in

writing in advance of the meeting.

Contribution in (1100-250) Fiscal Year (FY) 2025-26 for Indigent Defense Services

(4/5 Vote Required)

Recommendation:

That the Board of Supervisors:

1. Approve a transfer from Contingencies (Attachment 1) in the

amount of $500,000 from the General Fund Contingencies

(1100-990) to the Court-County Contribution budget unit

(1100-250) for provision of indigent defense services (4/5 Vote

Required).

Recommendation:

That the Board of Supervisors:

1. Approve the Resolutions (Attachments 1-9) separating

employee groups in CalPERS for health insurance purposes

effective Sept. 1, 2026; and

2. Approve the Resolution (Attachment 10) terminating the

CalPERS health coverage for the Teamsters - Attorneys group

effective Dec. 31, 2026.

Adoption of changes made by the California Coastal Commission to the Outdoor

Lighting Ordinance Adding Section 313-105.1 of the Humboldt County Code to Set

Design Standards for Outdoor Lighting within the Coastal Unincorporated Areas of

Humboldt County and Amending Sections 313-138, 313-141, 313-147 and 313-154

(Definitions)

Recommendation:

That the Board of Supervisors:

1. Open the public hearing and receive the staff report and

public comment; and

2. Close the public hearing.

3. Adopt the resolution (Attachment 1) to take the following

actions:

a. Find that the proposed Coastal Outdoor Lighting Ordinance is

exempt from environmental review pursuant to Section 15251(f)

of the State CEQA Guidelines, Exemption for Certified State

Regulatory Programs; and

b. Find that the proposed Coastal Outdoor Lighting Ordinance is

in the public interest and is consistent with the Coastal Act and

State Housing Law; and

4. Repeal Ordinance 2768; and

5. Adopt the Coastal Outdoor Lighting Ordinance (Attachment 2)

adding Section 313-105.1 of Chapter 3 of Division 1 of Title III of

the Humboldt County Code, establishing uniform regulations for

outdoor lighting within the unincorporated coastal areas of

Humboldt County and amending sections 313-138, 313-141,

313-147, and 313-154 (definitions), as modified by the California

Coastal Commission; and

6. Direct the Clerk of the Board to publish the Post-Adoption

Summary of the Coastal Outdoor Lighting Ordinance

(Attachment 3) within 15 days after adoption by the Board, and

to post in the Office of the Clerk of the Board of Supervisors a

certified copy of the full text of the adopted ordinance along

with the names of those Supervisors voting for and against the

ordinance.

Conference with Real Property Negotiators – Pursuant to Government Code

Section 54956.8 to grant authority to its negotiators regarding the price and terms

of payment for the lease of real properties located at: 1425 J Street, Arcata,

California 95521 (Assessor Parcel Number 020-133-022); 1018 H Street, Eureka,

California 95501 (Assessor Parcel Number 005-023-002); 1100 Main Street,

Ferndale, California 95536 (Assessor Parcel Number 030-191-013); 1426 Main

Street, Fortuna, California 95540 (Assessor Parcel Number 040-021-007); and 483

Conger Street, Garberville, California 95542 (Assessor Parcel Number 032-011-006).

The County’s negotiators are identified as: Tom Mattson, Humboldt County Public

Works Director, and any duly authorized designees thereof. The parties with whom

the County may negotiate are identified as: American Legion Posts 274, 212, 559,

205, 494 and Veterans of Foreign Wars Post 1872, 6353, 2207, 6354, and any duly
