RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize a temporary and retroactive increase in pay for Scott Carns, Road Maintenance Worker III, (class 0230, range 400) as though promoted to Road Maintenance Supervisor (class 0204, range 420) retroactively beginning Feb. 3, 2024, and continuing until return of Road Maintenance Supervisor, Pursuant to Section 12.4 of the American Federation of State, County and Municipal Employees (AFSCME) Memorandum of Understanding (4/5 vote required).

DISCUSSION:
The Road Maintenance Supervisor (class 0204, range 420) with the Freshwater Road Crew in the Department of Public Works, Roads Division is currently on medical leave. Scott Carns, Road Maintenance Worker III, class 0230, range 400, who has been filling in since Dec. 4, 2023, assumed the additional principal duties of the Road Maintenance Supervisor in accordance with Section 12.4 of the AFSCME MOU for a total of 10 consecutive workdays, which ended on Dec. 15, 2023. Public Works is requesting your Board approve the retroactive salary adjustment for Mr. Carns as if he had been promoted to Road Maintenance Supervisor, retroactively effective, Feb. 3, 2024, until the return to work of the Road Maintenance Supervisor
