RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review the attached membership applications from Chris Albright, Emilia Bartolomeu, Cindy Bumgarner, and Ashley Vellis (attachments 1, 2, 3 and 4); and
2. Appoint Chris Albright, Emilia Bartolomeu, Cindy Bumgarner, and Ashley Vellis to the Humboldt County Workforce Development Board (HCWDB) for a two-year term effective immediately pursuant to HCWDB Bylaws.

DISCUSSION:
The Humboldt County Workforce Development Board (HCWDB) is an advisory board to the Humboldt County Board of Supervisors and is required by the Workforce Investment Opportunity Act (WIOA) to oversee Humboldt's workforce system and funding opportunities. The mission of the HCWDB is to offer resources that meet employer and employee needs for the county's continued prosperity. Under WIOA law, the HCWDB must be composed of certain public agencies and labor unions, including but not limited to private sector businesses, community-based organizations providing workforce services and vocational rehabilitation.

On Feb. 16, 2024, the HCWDB unanimously approved the applications of Chris Albright, Emilia Bartolomeu, Cindy Bumgarner, and Ashley Vellis for board membership which helps the board retain its compliance to WIOA law. The appointment of Emilia Bartolomeu fulfills the Wagner- Peyser requirement and Cindy Bumgarner represents a required Higher Education seat, while appointing Chris Albright and Ashley Vellis fulfills the underrepresented private business section of the HCWDB.
