RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition regarding compliance with the Regionally Coordinated Homelessness Action Plan for the period of March 26, 2024, through June 30, 2028;
2. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
On Sept. 29, 2023, the California Interagency Council on Homelessness announced the availability of $1 billion in noncompetitive block grant funds for the fifth round of the Homeless Housing, Assistance and Prevention (HHAP) Program. The fifth round of the HHAP Program was established "for the purpose of creating and implementing regionally coordinated plans that organize and deploy the full array of homelessness programs and resources comprehensively and effectively" and to "sustain existing federal, state and local investments towards long-term sustainability of housing and supportive services."
