Recommendation

Body
SOURCE OF FUNDING:
Humboldt Inn/Mother Bernard House: CDBG Grant 20-CDBG-CV2-3-000336

DISCUSSION:
This is a request to carry forward unspent CDBG funds from fiscal year 2022-23 into the current year's budget. The funded project was expected to be completed in the last budget year. That did not happen, and this action will allow the allocation of these CDBG funds in the current fiscal year.

On May 4, 2021, the Board selected Providence Health & Services as a subrecipient to receive CDBG funds to combat the spread of coronavirus. (Attachment 2) Subrecipient was operating a 44-unit supportive housing shelter without safe and reliable access to the second floor, hampering their ability to serve the maximum number of persons without homes, especially those discharged from hospital.

This grant supported upgrades to electrical equipment, replacement of the elevator, restoration of a second-floor pedestrian bridge allowing wheelchair access between buildings, accessible parking spaces and similar work associated with accessibility. All work is complete, and the facility is fully occupied. This action by your Board will allow the county to disburse final payment to subrecipient.
