RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the purchasing agent to sign the Master Services and Purchasing Agreement between Axon Enterprise, Inc. (Axon) and the Humboldt County Sheriff’s Office (Attachment 1) for continued use of body worn cameras for the HCCF; and

2.                     Authorize the purchasing agent to sign any contract amendments, modifications, or extensions for the term of the agreement with approval from the CAO’s office, County Counsel and Risk Management.

DISCUSSION:

The HCCF implemented body worn cameras in 2018 and has continued their use since. The current contract with Axon is set to expire in January of 2024. Body worn cameras have been essential to maintain the safety and security of the facility. They reduce liability to the department and the county by having video evidence of incidents that occur within the HCCF. This creates a safer work environment for those incarcerated and the staff working in the facility.

 

With this new contract, this will expand the Body Worn Camera (BWC) program to provide cameras for the Sheriff’s Work Alternative Program (SWAP) staff and transportation staff that are responsible for transporting incarcerated individuals outside the facility.  By continuing to contract with Axon it will reduce costs as it will not be necessary to purchase infrastructure for a different vendor. Additionally, staff are already sufficiently trained in the use of the device which reduces training costs. On-going costs to support this program have been designated within the facilities budget. Previously this contract was entered into pursuant to section 6.8 of the Purchasing Policy as a Cooperative Purchase Agreement through National IPA.

Narrative Explanation of Financial Impact:

HCCF has paid approximately $19,000/annually for its BWC program since 2018.  The total of the new 5-year contract is $130,245 to be made in annual payments, effective upon execution of the contract. The increase for renewal of the current program plus the expansion for a total of $24,047 in year one was budgeted as part of line item 2123 Special Departmental Expense in the HCCF budget, 1100-243.  Subsequent years will be budgeted as part of the annual budget submission.

 

STAFFING IMPACT:

There is no staffing impact as this equipment is already issued to staff and the usage of this equipment will not require any additional staff.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the agreement, however this is not recommended, as it would jeopardize the ability of the county to continue and support the safety of correctional staff and incarcerated individuals at the HCCF.
