RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Mental Health Services Act Prevention and Early Intervention Program - Local Implementation Agreement Application Package;

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to utilize application packages that are substantially similar to the attached application package, after review and approval by County Counsel, Risk Management and the County Administrative Office;

3.                     Approve the attached local implementation agreement templates regarding the provision of professional services intended to reduce the impact of mental illness within Humboldt County;

4.                     Authorize the Department of Health and Human Services - Behavioral Health Director to execute local implementation agreements that are substantially similar to the attached local implementation agreement templates, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

5.                     Direct the Clerk of the Board to return one (1) certified copy of the Board Order pertaining to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

Proposition 63 was passed by the California voters in November 2004 and enacted into law on January 1, 2005.  Now known as the Mental Health Services Act (“MHSA”), this legislation places a one percent (1%) tax on individuals with a personal income above One Million Dollars ($1,000,000.00).  The 2023-2026 MHSA Three-Year Program and Expenditure Plan that was approved by the Humboldt County Board of Supervisors on June 27, 2023, includes funding that can be expended for the purpose of collaborating with local community organizations to develop and support local Prevention and Early Intervention programs that are designed to reduce the impact of mental illness through the provision of education, mitigation and prevention services.

 

The attached application package and local implementation agreement templates will allow the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) to help support community-based organizations reduce the symptoms and prolonged suffering that may result from untreated mental illness, encourage improved mental, emotional and relational functioning, increase public awareness and knowledge regarding mental illness and provide timely access and linkage to non-stigmatizing and non-discriminatory mental health treatment and suicide prevention services.

 

The review and approval process regarding requests for local implementation agreements will be led by DHHS - Behavioral Health staff who have expertise regarding the provision of education, mitigation and prevention services designed to reduce the impact of mental illness and are not affiliated with any community-based organizations who have submitted such requests.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve the attached MHSA Prevention and Early Intervention Program - Local Implementation Agreement Application Package and local implementation agreement templates.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof to utilize application packages, and execute local implementation agreements, that are substantially similar to the attached application package and local implementation agreement templates, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid to any unnecessary delays in the provision of education, mitigation and prevention services that are designed to reduce the impact of mental illness in Humboldt County.

The maximum amount payable for any and all services provided, and costs and expenses incurred, pursuant to the terms and conditions of a local implementation agreement shall not exceed Twenty-Four Thousand Nine Hundred Dollars ($24,900.00).  A total of One Hundred Twenty Thousand Dollars ($120,000.00) of Prevention and Early Intervention Program funding is proposed in the County of Humboldt’s MHSA Three-Year Program and Expenditure Plan for fiscal year 2024-2025.

 

Expenditure appropriations related to the provision of professional services intended to reduce the impact of mental illness pursuant to the terms and conditions of local implementation agreements will be included in the proposed fiscal year 2024-2025 budget for DHHS - Mental Health Services Act budget unit 1170-477.  Funding for Prevention and Early Intervention Program local implementation agreements is available from State allocation of Mental Health Services Act revenues received by DHHS - Behavioral Health.  As a result, approval of the attached MSHA Prevention and Early Intervention Program - Local Implementation Agreement Application Package and local implementation agreement templates will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

The recommended actions will not impact current staffing levels.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health, supporting self-reliance of citizens and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached MSHA Prevention and Early Intervention Program - Local Implementation Agreement Application Package and local implementation agreement templates regarding the provision of professional services intended to reduce the impact of mental illness within Humboldt County.  However, this alternative is not recommended since it would significantly limit DHHS - Behavioral Health’s ability to address the impacts of mental illness through the provision of education, mitigation and prevention services.
