That the Board of Supervisors:
1. Authorize the Chair to sign the Letter of Opposition.

DISCUSSION:
Assembly Bill 742 would ban police from using unleashed canine officers to arrest or apprehend subjects. These specialized canines are well trained assets that help protect the community and law enforcement officers. They are fast and agile so can navigate difficult terrain that would be difficult for a human officer. Limiting their important functionality would increase risk to the community and to fellow human officers.
FINANCIAL IMPACT:
There is no financial impact to sending the letter of opposition.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to send the letter of opposition or delay a position on the bill to a future date, however that would not guarantee the Board’s comments be included in the progress of the legislative bill.
