RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Storm Damage Repair to Cock Robin Island Road (2H090) at Post Mile 0.50 to 0.57 Project;
2. Find that the project is exempt from environmental review pursuant to Section 15302 and 15269 of the California Environmental Quality Act (CEQA) Guidelines; and
3. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, May 9, 2023, at 2:00 p.m.

DISCUSSION:
On February 13 to 15, 2019 and February 24 to March 1, 2019, the Federal Emergency Management Agency declared a disaster for Humboldt County due to atmospheric river event resulting in flooding and mudslides. Cock Robin Island Road (2H090) Post Mile 0.50 to 0.57, located along the Eel River near the community of Loleta, experienced roadway erosion due to high flows in the Eel River. The roadway provides access to public lands and a private residence.

On Aug. 25, 2020, the Humboldt County Department of Public Works ("Public Works") received notification of project approval from the Federal Emergency Management Agency. Public Works subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area prepared by Points West Surveying Company. The work proposed in the attached plans and specifications consists of installing a sediment curtain, constructing a rock buttress with bio-stabilization, rebuilding the roadway, and applying erosion control items.
