RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached supplemental budget in Fund 1120, Budget Unit 287102, Economic Development in the amount of $288,305.84 (4/5 vote required);
2. Approve and authorize the Workforce Development Board's Executive Director, or designee, to sign the Professional Services Agreement between the County Administrative Office Economic Development Division and Westside Community Improvement Association (WCIA) as well as subsequent contract amendments;
3. Approve and authorize the Workforce Development Board's Executive Director, or designee, and the Department of Health and Human Services Director, or designee, to sign the Memorandum of Understanding (MOU) between the County Administrative Office Economic Development Division and the Department of Health and Human Services Employment Training Division (DHHS ETD) as well as subsequent contract amendments; and
4. Approve and authorize the Workforce Development Board's Executive Director, or designee, to sign the subgrantee agreement between FCC and HCWDB as well as subsequent contract amendments.

DISCUSSION:
In 2017, California Legislature approved Assembly Bill 1111, the Removing Barriers to Employment Act, establishing the Breaking Barriers to Employment Initiative. In 2018 Senate Bill 856 appropriated $15,000,000 in state general funds to implement the Removing Barriers to Employment Act.
