RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute, the State Standard Agreement 22-10648 between the California Department of Public Health (CDPH) and the County of Humboldt for the period of July 1, 2022 through June 30, 2027 in the amount of $3,728,023; and

2.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations, and documents directly related, to the attached State Standard Agreement, after review and approval by County Counsel, and Risk Management.

DISCUSSION:

The Department of Health and Human Services (DHHS) - Public Health has participated in the Center for Disease Control (CDC) Emergency Preparedness and Response Grant to improve and expand Public Health Emergency Preparedness and Hospital Preparedness Programs in Humboldt County since 2002. Grant funds are used to assist DHHS - Public Health, hospitals and other health care facilities with their efforts in response planning, obtaining needed equipment, training staff, and testing their emergency preparedness and response capabilities.

 

Agreement 22-10648 provides funding for the CDC Public Health Emergency Preparedness Program, the State General Fund Pandemic Influenza Program, and the Assistant Secretary of Preparedness and Response (ASPR) Hospital Preparedness Program. The term of this agreement is from July 1, 2022, through June 30, 2027 for a total of $3,728,023.

 

The CDC grant requires focusing on county government's responsibilities for emergency response in health and medical functions. These functions include the Public Health Laboratory's training and reporting requirements as well as ongoing preparation for possible pandemic influenza. The Administration for Strategic Preparedness & Response (ASPR) funding for the Hospital Preparedness Program is primarily focused on assisting community healthcare partners in the areas of disaster plan development and testing, continuity of operations and coordinated emergency responses.

 

CDPH has provided the following descriptions of the intended purpose for these funding sources:

                     Public Health Emergency Preparedness (PHEP) funding is intended to build public health preparedness and response capabilities nationwide. CDPH is providing PHEP funding to local health jurisdictions within California to build and strengthen their abilities to effectively respond to a range of public health threats, including infectious diseases, natural disasters, and biological, chemical, nuclear, and radiological events. Preparedness activities funded with PHEP should specifically target the development of emergency-ready public health departments that are flexible and adaptable.

                     Public Health Laboratory funding is carved from PHEP funding to support local public health laboratories to maintain their Laboratory Response Network (LRN-B) capability to detect biological threats and emerging infectious diseases.

                     Hospital Preparedness Program (HPP) funding is intended to improve capacity of the health care system to plan for and respond to large-scale emergencies and disasters. CDPH is providing HPP funding to local public health jurisdictions within California to development and sustain health care coalitions (HCCs). HCCs consist of core members from health care, public health, emergency medical services, and emergency management organizations plus additional members that support the health care delivery system. HCCs partner to prepare health care systems to respond to emergencies and disasters, with an aim to improve patient outcomes during disasters and to minimize the need for state and federal resources.

                     General Fund Pandemic Influenza (PanFlu) funding is intended to enhance local health jurisdictions’ readiness to respond to an infectious disease outbreak. PanFlu funding compliments and supports PHEP and HPP funding goals while expanding the planning, training, and exercising of mass vaccinations in response to an infectious disease outbreak.

Narrative Explanation of Financial Impact:

Approval of State Grant Agreement 22-10648 will allow DHHS - Public Health to continue to provide services through the Emergency Preparedness and Response Program in the amount of $3,728,023 over the five-year grant period of July 1, 2022, through June 30, 2027. With an estimated yearly allotment of $745,605. This amount was anticipated in the fiscal year (FY) 2022-23 budget and will be included in future annual budget cycles. There is no impact to the General Fund.

STAFFING IMPACT:

Acceptance of this agreement will provide partial or full funding for salaries of eight current DHHS-Public Health employees.

This action supports your Board’s Strategic Framework priority of building interjurisdictional and regional cooperation by providing and maintaining critical medical infrastructure.

Your Board could choose not to approve this agreement; however, this is not recommended. It would result in a loss of federal and state funding that supports emergency preparedness and response efforts for governmental and nongovernmental agencies throughout Humboldt County.
