Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached second amendment to the agreement for consultant services with Quincy Engineering, Inc. as assigned to Consor North America, Inc. regarding the provision of on-call program management, structural analysis, design engineering and other related services; and

2.                     Direct the Clerk of the Board to return one fully executed original copy of the attached second amendment to the Department of Public Works for further processing.

DISCUSSION:

On Oct. 23, 2018, the Humboldt County Department of Public Works issued a Request for Qualifications (RFQ) for the purpose of selecting a qualified consultant who will be available to meet the department’s bridge program management, structural analysis, design engineering and other related needs. The RFQ followed the selection process set forth in Chapter 10 of the California Department of Transportation’s Local Assistance Procedures Manual. The statements of qualifications submitted in response to the RFQ for on-call program management, structural analysis, design engineering and other related services were evaluated and ranked by a selection committee. The highest-ranking consultant was Quincy Engineering, and the final ranking of the statements of qualifications was issued on Dec. 14, 2018.

 

On July 9, 2019, the Board of Supervisors approved, and authorized the Chair of the Board to execute, a consultant services agreement with Quincy Engineering, regarding the provision bridge program management, structural analysis, design engineering and other related services on an on-call basis (Attachment 1). The attached consultant services agreement with Quincy Engineering, Inc. had a term of two (2) years and a maximum total amount payable of $2.3 million.

 

On Sept.1, 2020, the Board of Supervisors approved, and authorized the Chair of the Board to execute, the attached first amendment (Attachment 2) that extended the term of the agreement five (5) years.  The maximum length of time allowed by the Federal Highway Administration for federally funded on-call agreements is five (5) years. The amended term of the agreement will begin July 9, 2019, and end on July 9, 2024.

 

The attached second amendment (Attachment 3) is the county’s written approval per Article 1, Provision G of the consultant services agreement with Quincy Engineering, Inc. to assign the obligations of the on-call bridge program management, structural analysis, design engineering and other related services agreement to Consor North America, Inc.,

 

Accordingly, the Department of Public Works recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached second amendment to the agreement for consultant services between the County of Humboldt and Quincy Engineering, Inc. as assigned to Consor North America, Inc. regarding the provision of on-call program management, structural analysis, design engineering and other related services.

 

FINANCIAL IMPACT:

As noted above, the maximum amount payable for the program management, structural analysis, design engineering and other related services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the attached consultant services agreement with Quincy Engineering, Inc. shall not exceed $2.3 million. Funding is dependent on the type of project for which the services are provided. On-system bridge replacement and bridge preventative maintenance projects are 88.53% funded by the Federal Highway Administration and the remaining 11.47% is funded by the Humboldt County Roads Division.  Off-system bridge projects are matched with toll credits that cover the remaining 11.47%.  Project planning, design, and construction costs are included in the approved fiscal year 2022-23 budget for Road Fund budget unit 1200-321-2118.

 

This amendment does not modify the financial impact of the original consultant services agreement.  As a result, approval of the attached amendment to agreement for consultant services between the County of Humboldt and Quincy Engineering, Inc. as assigned to Consor North America, Inc. will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached second amendment to the agreement for consultant services with Quincy Engineering, Inc. as assigned to Consor North America, Inc. regarding the provision of on-call program management, structural analysis, design engineering and other related services. However, this alternative is not recommended since the county has limited staff to perform such services for the high volume of bridge projects and the additional time required for completing tasks.
