RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt Ordinance No. _____, Amending Humboldt County Code Section 421-3 Relating to Boulevard Stops in the Westhaven Area; Amending Section 421-5 Relating to Boulevard Stops in the Eureka Area and Amending Section 431-35 Relating to Parking Restrictions in the Arcata Area, all of Title IV of the Humboldt County Code.
2. Direct Public Works staff to file a Notice of Exemption with the County Clerk finding that the Project is categorically exempt from environmental review pursuant California Environmental Quality Act (CEQA) Guidelines set forth in California Code of Regulations, Title 14, Chapter 3, Section 15301 - "Existing Facilities" and Section 15304 - "Minor Alterations to Land".

DISCUSSION:
On Feb. 07, 2023, the Humboldt County Board of Supervisors introduced the above-referenced ordinance for adoption with a directive to the Clerk of the Board to publish a pre-adoption summary of the ordinance and set the ordinance for adoption on Feb. 28, 2023. At that meeting the Board of Supervisors also found that the project was exempt from environmental review pursuant California Environmental Quality Act (CEQA) Guidelines set forth in California Code of Regulations, Title 14, Chapter 3, Section 15301 - "Existing Facilities" and Section 15304 - "Minor Alterations to Land". To comply with CEQA a Notice of Exemption must be filed.
The recommended action will complete adoption of the ordinance and result in publication of a post-adoption summary and the filing of a Notice of Exemption with the County Clerk.
