Recommendation
That the Board of Supervisors:
1. Authorize the Director of Library Services to execute the agreement by and between County of Humboldt and College of the Redwoods, for free adult education instruction.

DISCUSSION:
Humboldt County Library and the College of the Redwoods Adult and Community Education are partnering to provide free workforce development and job skills classes in the Eureka Library’s large meeting room. In addition, College of the Redwoods will be using the Eureka Library’s Periodicals Room for American Sign Language classes. These classes provide learning opportunities and training for American Sign Language, communication, and workforce skills. There is no charge to the College of the Redwoods for use of the rooms associated with the aforementioned classes.
These classes support the Library’s mission statement, “we strengthen our community by educating inspiring, and connecting people.”
Offering these classes support the Library’s values:
• Community- Provide opportunities for people to join together and participate in the life of our community
• Learning - Promote learning, literacy, and innovation
• Inclusiveness - Make cultural and intellectual resources available in an environment that reflects diversity or the community and individual learning styles and abilities
• Collaboration - Work with partners toward a shared goal of strengthening our community
Additionally, this series of classes support the Humboldt County Library’s (HCL) strategic plan goals as follows:
• Providing learning opportunities and recreational experiences
• Support workforce and economic prosperity
• Build community connections
• Commit to sustainability and accountability
The term of this agreement is Jan. 14, 2023, through June 30, 2023, and is coming to your board after the start date due to unforeseen delays in the contracting process.
FINANCIAL IMPACT:
There is no significant financial impact as class sessions will be held during regular library hours.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by supporting business, workforce development and creation of private-sector jobs protecting vulnerable populations, providing community appropriate levels of services, supporting self-reliance of citizens, managing our resources to ensure sustainability of resources, fostering transparent accessible welcoming and user-friendly services, engaging new partners.

College of the Redwoods
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could reject the proposal to collaborate with College of the Redwoods to offer adult education courses. This is not recommended because this partnership supports your Board’s Strategic Framework and the HCL’s strategic plan outlined in the discussion section of this report.
