RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept a donation of $4,000 for car seat checkup events.

2.                     Authorize the Director of Public Health Nursing or their designated representative to accept the award of the funds.

3.                     Direct the Auditor-Controller to supplement Fund 1175, Budget Unit 420001 - Child Passenger Safety Program for the fiscal year 2022-23 (4/5 vote required).

DISCUSSION:

Since 2003, Humboldt County Public Health, Maternal Child and Adolescent Health’s (MCAH) Child Passenger Safety (CPS) Program has distributed car seats to low-income families. The goal to reduce death and injuries to children from birth to twelve years of age by increasing the awareness and correct use of car seats and booster seats is achieved through education on California laws, best practices when choosing the correct car seat and/or booster seat for the child’s height, weight and age and on proper installation in vehicles. Car seat check-up events are designed to increase the percentage of child safety seats and vehicle safety belts that are used correctly; to educate participants about how to safely transport their children; to evaluate all children in the vehicle who are under 13 years of age to make sure they leave riding safer than when they arrived; and to raise awareness of local, community traffic safety efforts. Parents and care-givers are educated on the proper use and installation of the child safety seats. The knowledge gained from the CPS inspection experience is meant to empower parents and caregivers to properly install and use an appropriate child safety seat for his or her child.

 

The Child Passenger Seat Program held two community car seat check-up events in Fiscal Year 2021-22. In 2023, working directly with Early Head Start and Head Start Programs, the Child Passenger Safety Program will offer 4-6 check-up events on school sites. The AAA funds will allow for the purchase of tablets so that Child Passenger Safety Technicians can go from using the paper version of the National Digital Car Seat Check Form (NDCF) to the electronic version and completing the process at the event. Additionally, the funds will allow for the purchase of banners for the events, T-shirts so that technicians are identifiable and for additional promotion of the check-up events with printed materials and radio ads. 

 

If accepted, this donation will allow the Child Passenger Safety Program to continue with check-up events that provide outreach, education and to disseminate these safety equipment items at no-cost for the benefit of Humboldt County children up to age 18 who are from low-income families from the donation dispersal date through December 31, 2023.

 

FINANCIAL IMPACT:

The agreement with AAA will allow DHHS-Public Health to be reimbursed for $4,000 for the fiscal year (FY) 22-23 in Fund 1175, 420001- Child Passenger Safety Program. This was not included in the proposed county budget for (FY) 2022-23 and requires approval of the attached supplemental budget. There is no impact to the County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the donation, however, that is not recommended as it would negatively impact the number of check-up events that can be provided for low-income families.
