RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the reappointment of Michael Fields to the Headwaters Fund Board.

DISCUSSION:

The HFB was established by the Board of Supervisors in 2003 and acts as the advisory body to your Board with regards to funds gained from the acquisition of the Headwaters Forest Preserve by state and federal governments. The Headwater Fund invests in projects through grants and loans with the goal of helping citizens of Humboldt County achieve increased economic opportunity, prosperity, and quality of life.

 

Pursuant to Section 8.b of the HFB Manual, “The HFB shall make recommendations for reappointment of the Board of Supervisors who may then accept or reject the re-appointment by a majority vote. In the event a recommendation for re-appointment is rejected by the Board of Supervisors, the seat shall be deemed vacant at the expiration of the term and the selection process as defined in Section 5 shall commence.”

 

Michael Fields membership expired in August, 2022. At the Nov. 29, 2022, HFB meeting, the HFB voted to recommend Michael Fields for an additional term of 3 years.  Mr. Fields was initially appointed in August, 2020 for a 2-year term. Mr. Fields would like to be reappointed to a 3-year term ending in August, 2025. 

 

FINANCIAL IMPACT:

There is no direct financial impact to appointing individuals to the Headwater Fund Board as they do not receive mileage or per diem reimbursement. However, as stated above, the Headwater Fund invests in projects through grants and loans with the goal of helping citizens of Humboldt County achieve increased economic opportunity, prosperity, and quality of life. The Board on an ongoing basis recommends grants and loans to be funded through the Headwaters Fund. Expenditures related to the Headwaters Fund for Fiscal Year 2022-23 total $288,404 and such expenditures budgeted in budget unit 1120-286.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board can choose to not reappoint this member.  This is not recommended as Mr. Fields has contributed in a positive way to the HFB’s work.
