DISCUSSION:
In September 2015 the State of California approved Senate Bill No. 107 which guided the final technical steps in the dissolution of local redevelopment agencies. The legislation requires counties with more than one (1) redevelopment oversight board to be consolidated into one (1) county-wide oversight board staffed by the Humboldt County Auditor Controller's Office. Accordingly, the existing three oversight boards in Humboldt County were consolidated in 2018. ln the past, the three (3) Redevelopment Oversight Boards consisted of Arcata, Eureka and Fortuna, each Oversight Board included Board of Supervisors appointees. The aforementioned Oversight Boards for each agency have been dissolved.
The Humboldt County Redevelopment Oversight Board is composed of seven (7) members and has the authority to oversee and direct the successor agencies to wind down activities and expeditiously liquidate the assets of the former redevelopment agencies. Pursuant to California Health and Safety Code Section 341790)(1), the Board of Supervisors is responsible for appointing one (1) Board representative to the Humboldt County Redevelopment Oversight Board. On July 10, 2018, Supervisor Bass was appointed as the Board representative and due to her departure a new member needs to be appointed. The Oversight Board meets one (1) or two (2) times annually for approximately an hour.
