RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached Local Transportation Fund Claim for FY 2022-23; and

2.                     Direct the Clerk of the Board to return a fully executed copy of the attached Local Transportation Fund Claim to the Department of Public Works for submittal to the Humboldt County Association of Governments.

DISCUSSION:

The Local Transportation Fund (LTF) represents one-quarter (0.25) of a cent of the general sales tax rate collected statewide, which is returned to Humboldt County and is intended to pay for a variety of transportation needs. These funds are received by the Humboldt County Association of Governments (HCAOG) and are disbursed to the County of Humboldt and the seven incorporated cities based on population. The County of Humboldt’s portion is allocated first to the transit operators, with the remainder of the funds being allocated to the Bicycle and Trailways Program as well as the Road Fund for maintenance. 

 

The attached claim corresponds to the proposed amounts listed in the table below in the Financial Impact section. The proposed amounts may change, and staff will return to the Board with a revised claim, if necessary. The LTF allocation for FY 2022-23 will be sufficient to fund all of the existing transit operations assuming no budget revisions are submitted by existing transit systems during the fiscal year.

 

Due to the cancelled contract by KT-Net, a new contract with Yurok Tribe was negotiated and is included in the claim. 

 

FINANCIAL IMPACT:

The County of Humboldt’s LTF allocation for FY 2022-23 is $3,130,658, per Humboldt County Association of Governments Board Resolution 22-06, dated Feb. 17, 2022. Carryover funds from FY 2019-20 in the amount of $449,148 are also included and are the result of the auditor’s estimate coming in lower than the actual funds received. This results in a total of $3,579,806 total proposed allocation. All allocations will be paid out of budget unit 1150-910, Transportation Services. As a result, approval of the attached claim will not impact the Humboldt County General Fund.
