DISCUSSION:
The Humboldt County Resources Conservation District (HCRCD) is a special district established under Division 9 of the California Resource code to work with private landowners to conserve and protect natural resources on private land in the county. Under Division Section 9317, seven members of the HDRCD Board are appointed by the Board of Supervisors to staggering four-year terms.

On Nov. 25, 2022, there were three members that had a term expiration. They were Zach Cahill, Daniel Cohoon and Ryan Rice. A notice of vacancy was posted per the Board of Supervisors protocol. Also note that there was an additional vacancy that has been available since February 2022.

Executive Director Jill Demers has sent a letter recommending the reappointment of Zach Cahill and Daniel Cohoon. Ryan Rice is not seeking reappointment and a new vacancy will be posted under a different agenda item. Mr. Cahill and Mr. Cohoon have also sent letters seeking reappointment approval.

There is currently one application on file for Jim Cotton for the vacant seat. Executive Director Demers has also sent a letter of support for the appointment of Mr. Cotton.

These are At-Large appointments, and it is Board discretion on appointments.
