1. Appoint Walt Geist and Brian Papstein to the HFB.

DISCUSSION:
The Headwaters Fund Board (HFB) is created by appointments from the Board of Supervisors. The HFB is exempt from the updated Board appointment protocol dated March 23, 2021, as the appointments are recommended by the Headwaters Fund Board Subcommittee.
The subcommittee for the Headwaters Fund Board reviewed all current application on file with the Clerk of the Board and interviewed qualified candidates to fill the two open vacancies on the HFB. Based upon this review and interview process, the subcommittee is recommending Walt Geist and Brian Papstein to fill the vacancies. HFB members serve an initial 2-year term appointment followed by two possible 3-year renewal terms for a total possible service time of 8 years. HFB members serve staggered terms to avoid 100% turnover. Walt Geist and Brian Papstein will have an initial term expiration of November 29, 2024.
FINANCIAL IMPACT:
There is no financial impact for making appointments to the HFB.
