That the Board of Supervisors:

1.                     Approve, and authorize the Director of Public Works to advertise and distribute, the attached request for qualifications regarding the provision of construction management services for the Humboldt Bay Trail South Project.

DISCUSSION:

Humboldt County is implementing the Humboldt Bay Trail South Project (“Project”) which will expand the Humboldt Bay Trail by four and one-quarter (4.25) miles and complete the trail connection between Eureka and Arcata. The Project will connect with the Eureka Waterfront Trail near the Target store and with the City of Arcata’s existing trail north of Bracut. The Project will serve multiple purposes including active transportation, coastal access, and recreation. The Project will provide a significant advancement of the Great Redwood Trail and the California Coastal Trail.

 

The Project will provide a paved trail separated from roadways (except for crossing the driveway into Bracut Industrial Park). The majority of the trail will be situated between Highway 101 and the railroad corridor, except where the alignment is situated on the levee surrounding the Brainard mill site (approximately one (1) mile) and where the trail is situated on the Eureka Slough railroad bridge. The Project includes widening the railroad prism, major modifications to the Eureka Slough railroad bridge, construction of three new trail bridges, repairs to the shoreline armoring along the railroad, raising the elevation of the railroad between Brainard and Bracut to address flood hazards, tree removal, paving, fencing, and other safety features.

 

On April 7, 2022, the Coastal Commission approved the coastal development permit for the Project contingent upon the completion of several conditions. On Oct. 13, 2022, the California Transportation Commission allocated $13,296,000 for construction. Previously, the State Coastal Conservancy authorized a total of $2,000,000 for the Project (approximately $1,850,000 for construction) and the California Department of Transportation (“Caltrans”) committed $1,250,000 for construction pursuant to a cooperative agreement.

 

Public Works is currently working with Caltrans to finalize the engineering design for features within the Highway 101 right-of-way. Public Works is also developing the plans required by the coastal development permit, characterizing soils that will be excavated for removal off-site, and completing the construction bid package. The California Conservation Corps are tentatively scheduled to begin vegetation removal within the project area in January 2023. Public Works expects to bring the construction bid package to the Board of Supervisors for approval in January 2023 with the goal of awarding the construction contract in April 2023 and beginning construction in May 2023. Construction will likely extend through 2023 and into 2024.

 

Public Works has prepared the attached request for qualifications (“RFQ”) to retain an experienced and qualified consulting firm to provide construction management services for the Project. The attached RFQ meets federal requirements and complies with the latest guidelines from the Caltrans Local Assistance Procedures Manual. The RFQ sets forth the requirements for the content of Statements of Qualifications and the processes for review, evaluation, selection and contract negotiation with the highest-ranking consultant. Public Works will return to the Board of Supervisors in order to award a consultant services agreement with the selected consultant. The estimated maximum amount payable under the consultant services agreement awarded pursuant to this RFQ process is $1,500,000.

 

Accordingly, Public Works recommends that the Board of Supervisors approve, and authorize the Director of Public Works to advertise and distribute, the attached RFQ regarding the provision of construction management services for the Humboldt Bay Trail South Project.

 

FINANCIAL IMPACT:

As noted above, the estimated maximum amount payable for the construction management services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the consultant services agreement awarded as a result of this RFQ process is $1,500,000. The Project is funded by the California Active Transportation Program, State Coastal Conservancy, and Caltrans. Funds for construction of the Project are incorporated into the approved fiscal year 2022-23 budget for 1710715 (Bicycles & Trailways Program) at revenue line 1710715-523190 and expenditure line 1710715-8946. There is no financial commitment until the Board approves the consultant services agreement with the selected consultant. As a result, approval of the attached RFQ will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached RFQA regarding the provision of construction management services for the Humboldt Bay Trail South Project. However, this alternative is not recommended because Public Works has limited personnel to provide the construction management services needed to implement the Project.
