RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adjourn and reconvene as the Board of Directors for the Special Districts governed by the Humboldt County Board of Supervisors;
2. Open the public hearing;
3. Receive testimony from public;
4. Close the public hearing;
5. Approve and adopt the fiscal year 2022-23 budgets for special districts governed by the Humboldt County Board of Supervisors; and
6. Adopt the attached resolution establishing fiscal year 2022-2023 budgets for Special Districts governed by the Humboldt County Board of Supervisors.

DISCUSSION:
Historically, the Auditor-Controller prepared annual budgets for the special districts governed by the Humboldt County Board of Supervisors pursuant to Chapter 1 of Division 3 of Title 3 of the California Government Code. California Government Code Section 29080 requires that the proposed budgets be made available for public inspection at least ten (10) days prior to the public hearing pertaining to such budgets. The Clerk of the Board of Supervisors published notice on October 23, 2022, that this documentation is available for inspection at the Office of the clerk of the Board and that the Board will consider adoption of the proposed budgets on November 8, 2022.
In order to ensure timeliness of budget adoption, going forward the County Administrative Office will include these special districts in the annual county budget process in compliances with the California Government Code.
FINANCIAL IMPACT:
The California Government Code requires each special district to adopt a balanced budget on an annual basis. The budgets presented in the attached resolution meet the legal requirements for fiscal year 2022-2023.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by managing resources to ensure sustainability of services.
OTHER AGENCY INVOLVEMENT:
Some of the special districts have local boards which take an active role in developing the annual budget.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
Although for several years budgets have not been adopted by your Board, it is a requirement of the California Government Code. The Board may choose to direct staff to modify the attached budgets.
