RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Redway Drive/Redwood Drive Highway Safety Improvement Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Dec. 13, 2022, at 2:00 p.m.

DISCUSSION:

The Redway Drive/Redwood Drive Highway Safety Improvement Project provides safety improvements for pedestrians crossing Redway Drive.  The proposed work will provide Americans with Disabilities (ADA) compliant curb ramps, crosswalk, sidewalk, and driveway.  In addition, a solar powered light will be programmed to provide lighting at the intersection during the night. 

 

On June 23, 2022, Humboldt County Department of Public Works (“Public Works”) received approval from California Department of Transportation for federal project HSIPL 5904(181) for construction.  Mark Thomas and Company, Fehr and Peers, and Y & C Transportation Consultants subsequently prepared the attached plans and specifications for the project based on a topographic survey prepared by Public Works.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Redway Drive/Redwood Drive Highway Safety Improvement Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Redway Drive/Redwood Drive Highway Safety Improvement Project is awarded. 

 

The Redway Drive/Redwood Drive Highway Safety Improvement Project is being funded by California Department of Transportation’s Highway Safety Improvement Program for a maximum amount of $159,162 and the remaining amount by the Humboldt County Road Fund which is estimated to be $44,938.  The engineer’s cost estimate for the projects is $204,100. 

 

Expenditure appropriations related to completion of the Redway Drive/Redwood Drive Highway Safety Improvement Project have been included in the approved fiscal year 2022-23 budget for Road Fund budget unit 1200-321-2118.  The ongoing challenge with the Road Fund is the negative fund balance and very long delays in reimbursements from federal and state sources.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Redway Drive/Redwood Drive Highway Safety Improvement Project.  However, this alternative is not recommended because the project will improve the safety and accessibility at the intersection of Redway Drive and Redwood Drive using funds that would not otherwise be available to the County of Humboldt.
