RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Bridge Preventive Maintenance Project at six (6) locations in Humboldt County; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Dec. 6, 2022, at 2:00 p.m.

DISCUSSION:
The Bridge Preventive Maintenance Project (“BPMP”) at six (6) locations in Humboldt County that provides maintenance for six bridges on the county road system. Federal project BPMP 5904(156) provides bridge maintenance work for replacing the asphalt approaches, replacing joint seals, repairing spalled areas on the concrete surfaces, preparing bridge decks, and treating bridge decks with methacrylate and polyester concrete. The Humboldt County Department of Public Works (“Public Works”) prepared the attached plans and specifications for the Bridge Preventive Maintenance Project based bridge inspection reports done by the California Department of Transportation and per review on its on-call bridge consultant, Quincy Engineering.
On June 29, 2022, Humboldt County Department of Public Works received approval from Federal Highways Administration’s Bridge Preventive Maintenance Program for federal project BPMP 5904(146) for construction.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Bridge Preventive Maintenance Project at six (6) locations in Humboldt County.
FINANCIAL IMPACT:
There is no financial commitment until the Bridge Preventive Maintenance Project at six (6) locations in Humboldt County is awarded.
The Bridge Preventive Maintenance Project at six (6) locations in Humboldt County is being funded by Federal Highways Administration Bridge Preventive Maintenance Program (88.53%) and the Humboldt County Road Fund (11.47%).
The engineer’s cost estimate for the projects is $582,812.00. The Humboldt County Road Fund will be responsible for $66,848.54 of the costs associated with the Bridge Preventive Maintenance Project at six (6) locations in Humboldt County.
Expenditure appropriations related to completion of the Bridge Preventive Maintenance Project at six (6) locations in Humboldt County have been included in the approved fiscal year 2022-23 budget for Road Fund budget unit, 1200-321-2118. The ongoing challenge with the Road Fund is the negative fund balance and very long delays in reimbursements from federal and state sources.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Bridge Preventive Maintenance Project at six (6) locations in Humboldt County. However, this alternative is not recommended because the project will repair the bridge and restore the roadway failure to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
