RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Department of Health and Human Services - Behavioral Health to advertise and distribute the attached Request for Proposals regarding the provision of recovery residence services as part of the Substance Abuse Block Grant Program; and
2. Direct the Clerk of the Board to provide the Department of Health and Human Services Contract Unit with one (1) fully executed certified copy of the Board Order related to this item.

DISCUSSION:
On July 15, 2022, the California Department of Health Care Services ("DHCS") approved the Biennial Fiscal Year 2022-2023 through 2023-2024 Substance Abuse Block Grant ("SABG") Application submitted by the Humboldt County Department of Health and Human Services - Behavioral Health ("DHHS - Behavioral Health"). The SABG program is a noncompetitive, formula grant administered by the Substance Abuse and Mental Health Services Administration. DHCS acts as a pass-through agency to provide SABG funding to local non-federal governmental agencies for the provision of substance use disorder services directly or by contracting with local substance use disorder providers. The SABG program objective is to plan, implement, and evaluate activities that prevent and treat substance abuse. DHHS - Behavioral Health's participation in the SABG Program falls under the Mental Health Performance Agreement with DHCS.
