RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the professional services agreement with Narum Clinical Services for sex offender treatment services in an amount not to exceed $60,000 (Attachment 1); and
2. Authorize the Chief Probation Officer to sign this agreement and any future amendments after approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
Narum Clinical Services (NCS) provides weekly sex offender treatment for juvenile and adult offenders via their California Sex Offender Management Board (CASOMB) certified sex offender treatment program. This is the only certified sex offender management program in Humboldt County. As part of its program, NCS performs a level of treatment assessment and develops a treatment plan that includes the use of State Authorized Risk Assessment Tools for Sex Offenders (SARATSO), polygraph services using the containment model, which is a method of case management and treatment that emphasizes victim protection and public safety and implements strategies that depend on agency coordination and multi-disciplinary partnerships to hold sex offenders accountable, and regular communication with the Probation Department.

Probation will be referring offenders to NCS and subsidizing the cost of treatment of offenders who are not able to afford treatment. These services are critical to holding offenders accountable and maintaining public safety and NCS is the only provider in Humboldt County which meets the necessary criteria to perform this type of treatment. The contract term is two fiscal years, expiring in June of 2024.
