RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Director of Department of Health and Human Services (DHHS) - Public Health to execute three original signature pages of State Standard Agreement number 22-10165 and the associated Contractor Certification Clause and California Civil Rights Laws Attachment for the period of July 1, 2022 through June 30, 2027;

2.                     Authorize the Director of DHHS - Public Health, or their designee thereof, to sign all subsequent amendments and documents directly related to this agreement with County Counsel and Risk Management review and approval.

DISCUSSION:

Humboldt County DHHS - Public Health has been granted an award of $917,090 through a State Standard Agreement from the California Department of Public Health (CDPH) for the period of July 1, 2022 through June 30, 2027 to expand upon the existing Local Oral Health Program (LOHP). In 2017, your Board approved the first round of CDPH grant funds for a LOHP for the period of 2017 through 2022. During the last 5 years, DHHS - Public Health’s LOHP has successfully developed a robust program that focuses on building a sustainable infrastructure to support the facilitation and implementation of oral health education, prevention, linkages to treatment, surveillance, and case management services for children and adults in Humboldt County. In 2018 the LOHP partnered with the California Center for Rural Policy (CCRP) to conduct an oral health needs assessment and during 2019 through 2022 completed a Community Health Improvement Plan tailored to the community’s needs. The LOHP has since developed the workforce and process for successful Kindergarten Oral Health Assessment screenings and has been included as a part of the Maternal, Child, and Adolescent Health (MCAH) program as they continue to work with a care coordination team, dental providers, and age 0-5 agencies to offer dental education, supplies and navigation support to dental care.

 

The intent of the agreement before your Board today is to continue to fund the Local Oral Health Program through CDPH to maintain and expand upon the existing Public Health program. During the 2022-2027 grant period, DHHS - Public Health’s LOHP will focus on expanding partnerships with dental providers and schools to implement and sustain school dental programs, especially in high-need sites. The LOHP will continue to work with key stakeholders to promote oral health literacy campaigns, provide care coordination to families in need, and advocate for medical-dental integration.

 

This agreement comes before your Board after the start date due to receipt from CDPH after the start date.

 

FINANCIAL IMPACT:

Approval of the 5-year State Standard Agreement #22-10165 will allow DHHS - Public Health to be reimbursed up to a maximum of $917,090 for services performed in accordance with the Scope of Work for the period of July 1, 2022 through June 30, 2027.

 

This funding resides in Fund 1175, Budget Unit 413001 - Oral Health. Funding in the amount of $183,418 was anticipated and included in the Fiscal Year (FY) 2022-23 proposed county budgets and funding from this agreement will be included in subsequent FY county budgets. There is no impact to the County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may decide not to approve the agreement from CDPH. However, it is not recommended as non-approval of the agreement will cause a loss of revenue for Public Health and limit needed services to the community.
