RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive a presentation by the Department of Health and Human Services on housing and homeless programs and services.

DISCUSSION:

The Department of Health and Human Services (DHHS) operates several programs to reduce homelessness including:

                     Housing, Outreach and Mobile Engagement

                     CalWORKs Housing Support Program

                     Adult Protective Services Home Safe

                     Child Welfare Services Bringing Families Home

                     Housing Disability Advocacy Program

                     Transitional Housing Placement Program for foster and probation youth

                     Housing Opportunity for People With AIDS and HIV/AIDS Re-Housing Team

This presentation will provide a brief overview of these programs and services.

 

The Point-In-Time (PIT) count is a biannual count of sheltered and unsheltered people experiencing homelessness on a single night in January, as mandated by the U.S. Department of Housing and Urban Development. Numbers from the count are used by the state of California to allocate funding to counties to address homelessness and housing. This presentation will provide an overview of the Humboldt County PIT count held in January 2022.

 

FINANCIAL IMPACT:

Most of the housing funds in DHHS reside in Fund 1160, Budget Unit 520 Housing, Outreach and Mobile Engagement (HOME). The proposed annual budget for fiscal year (FY) 2022-23 is $8,106,625. This includes funding from 11 grants. The funding supports the HOME program and 25 professional services agreements for housing services throughout the county.

 

There are also housing grants specific to programmatic activities in Behavioral Health, Public Health and Social Services.  These fund sources include California Office of AIDS, Mental Health Services Act and California Department of Social Services.

 

There is no impact to the General Fund associated with receiving this informational report.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating opportunities for improved safety and health.
